Earlier tonight, the Tal'Diann, with a few allied guests from the Imperial Union of Planets, the House of Beautiful Orions, and elsewhere within the RRF, observed the traditional Romulan and Reman holidays of Eitreih'orheika, Eitreih'Aylhr, and Eitreih'Qiuu'n on Risa, south of the Promenade at the Suraya Bay Resort.  The affair was cozy, a smaller crowd than was expected, but nevertheless, a moving experience.  We have preserved a record of the event, which we present here below.


The crowd gathered, the ceremonies not yet begun.


The ceremonies began.

Eitreih'orheika 2015 (2410)




Ji'ana t'Charvon:  Aefvadh, Rihannsu, Havrannsu, u'pinherein.  Be welcome, Romulans, Remans, and guests.

Ji'ana t'Charvon:  Tonight we are gathered to celebrate traditional Romulan and Reman holidays.

Ji'ana t'Charvon:  In civilian life, these three holidays would be celebrated on three consecutive nights and days.

Ji'ana t'Charvon:  However, military personnel can seldom take advantage of such extended celebration, due to the need to remain vigilant against threats and potential threats.

Ji'ana t'Charvon:  Nevertheless, were we in the military to skip these traditional holidays entirely, we would run the risk of forgetting some of the reasons we serve.

Ji'ana t'Charvon:  Romulan and Reman culture, and the protection, preservation, and promotion thereof, are among the things which make us who we are, and are among the things for which we fight against those who would oppress, enslave, or exterminate us.

Ji'ana t'Charvon:  These holidays are traditionally observed by each Hfihar, or Houseclan, and in local temples, shrines, groves, high places, and the like.

Ji'ana t'Charvon:  The first holiday we celebrate tonight is Eitreih'orheika, the Festival of the Ancestors.

Ji'ana t'Charvon:  Eitreih'orheika is traditionally celebrated near a body of water, for water, in Romulan and Reman traditional symbolism, represents the Past.

Ji'ana t'Charvon:  On this holiday, we remember our Ancestors who have crossed over to Vorta Vor since the last year's celebration of the holiday.

Ji'ana t'Charvon:  This remembrance, however, is not limited to Ancestors of Body alone, but also includes Ancestors of Hachae, or Soul.


Karataia u'Ji'ana


Kara t'Charvon:  An Ancestor of Hachae is someone who has contributed to the intellectual and/or emotional aspects of a person, someone who has inspired, someone who has taught, someone who has helped to make the person what they are today.

Kara t'Charvon:  Musicians and Philosophers, Educators and Authors, Clergy and Warriors, Mentors and Role Models, all of these may be included by the individual as Ancestors of Hachae.

Kara t'Charvon:  We have all lost comrades in the past year, over the course of wars and battles.

Kara t'Charvon:  Some have fallen to disease, others to old age.

Kara t'Charvon:  Death comes for us in different guises.

Kara t'Charvon:  However, our Legacy lives!

Kara t'Charvon:  We continue in the memories of those who knew and loved us in life.

Kara t'Charvon:  We continue in those whom we have inspired, whom we have taught, whom we have led, whom we have followed.

Kara t'Charvon:  We continue in the Legacy which we bequeath to the future.

Kara t'Charvon:  When we who are yet living remember those who have gone before us into the Great Mystery, we keep their Legacy alive.

Kara t'Charvon:  When we live and carry on what they have taught us and inspired in us, we Honor these Ancestors, whether they were Ancestors of Body or Ancestors of Hachae.







Amon tr'Aegis:  We are all of us products of the Past, products of those who have gone before us.

Amon tr'Aegis:  We are also, however, free.

Amon tr'Aegis:  We are not slaves to the Past.  Ancestors of Hachae contribute to our freedom.

Amon tr'Aegis:  Regardless of genetics and upbringing, those who teach us, who inspire us, who entertain us, all of these and more contribute to our own choices.

Amon tr'Aegis:  While we remember the Past, we live in the Present, and work toward a better Future.

Amon tr'Aegis:  We Honor the Past.  We Respect the Present.  We work for a Worthy Future for those who will come after us.

Amon tr'Aegis:  Eitreih'orheika is about all of these things:  Past, Present, and Future, although it focuses on the Past.

Amon tr'Aegis:  We have mourned those who have gone on into the Unknown through the past year.  We will now give them one final memorial before moving on.

Amon tr'Aegis:  This does not mean, of course, that we will forget them after this night.

Amon tr'Aegis:  They are, and will always be, with us.

Ji'ana ir'Vastam t'Charvon: We have Honored the Past.

Ji'ana: We shall now show our Respect for the Present.

Ji'ana: Eitreih'Aylhr, the Festival of Space, or the Festival of the Void, follows Eitreih'orheika, and symbolically represents the Present.

Ji'ana:  Even the Stars are frail compared to the Void of Space between them.

Karataia ir'Vastam t'Charvon:  Space, the Void, is a vast frontier of unexplored darkness.

Amon ei'Xiomek tr'Aegis:  The Star Road traces a path through this enormous Emptiness.

Ji'ana:  The story is told of a well-educated scholar who sought out a famous mystic in order to learn from her.

Kara:  The scholar boasted of his achievements, the books he had read, the musical instruments he had mastered, the languages he spoke, his training in the finest academies, colleges, and universities, in an effort to impress the mystic so that she would accept him as a disciple.

Amon:  After listening patiently for a long while, the mystic said she was going to prepare some tea for them.

Ji'ana:  She went into another room of her home and remained away for an extended time.

Kara:  The scholar became concerned and went to look for her.

Amon:  He found the mystic holding a teapot under a fountain of running water, which had filled the teapot and was running over and out, down the drain.

Ji'ana:  The scholar asked what she was doing, and the mystic answered that she was filling the teapot with water.

Kara:  The scholar exclaimed, "But it's already full!  It can't hold any more water!"

Amon:  At that, the mystic shut the fountain off and poured the excess water down the drain, then set the teapot on the fire to boil, and calmly walked back into her sitting room.

Ji'ana:  The scholar followed, confused.

Kara:  When they had both taken their seats again, the mystic looked keenly at the scholar and explained, "Like the teapot, you are full to overflowing.  In order for you to hold what I can teach, you must first empty yourself and make room."

Amon:  Just as knowledge has value, so too does Emptiness offer opportunity for knowledge.

Amon:  Ignorance is no crime;  willful ignorance is a vice.

Kara:  Knowledge is a virtue;  dogmatic arrogance is undesirable.

Ji'ana:  In order to learn, one must recognize that she or he has yet to attain all knowledge.

Amon:  Wisdom comes from acknowledging that one can always learn more, and that additional knowledge may reveal errors in what one believes that she or he knows.

Kara:  But in order for learning to happen, there must be some Space for it.

Ji'ana:  Let the Declared Travelers reflect on the Void and accept that the Void is within all things, and all persons, and must be, as we observe a moment of silence.






Eitreih'Qiuu'n 2015 (2410)




Ji'ana ir'Vastam t'Charvon: After Eitreih'Aylhr, the Festival of Space, or the Festival of the Void, follows Eitreih'Qiuu'n.

Ji'ana ir'Vastam t'Charvon: This is often said to mean "Festival of the Arch-Element," but literally, it means "Festival of All-Things."

Ji'ana ir'Vastam t'Charvon: It is a celebration of the Potent Allseed Potentiality endowed with all Powers inherent in the Plenitude, or the Fullness, the Pleroma.

Ji'ana ir'Vastam t'Charvon: When we think of the Arch-Element, the Quintessence, that which permeates all and is all, we recognize Potentiality.

Ji'ana ir'Vastam t'Charvon: The Future comes always, and we endeavor to be ready for it as it comes, so that we may build a Worthy Legacy for those who will come after us.

Karataia ir'Vastam t'Charvon has adopted a daughter, Llaiir, now Llaiir ir'Vastam t'Charvon.  The draeresam ih'Charvon iveissa'edhai (Charvon Rite of Adoption) was celebrated in the Seiyyasai ih'Hwael (Journey Ruins) on ch'Mol'Rihan on yestereve.

Karataia t'Charvon: Tonight we take a moment from our endless vigil to remember why we stand it.

Karataia t'Charvon: Tonight's occasion is about one of the matters that all of us share in common.

Karataia t'Charvon: That is family.

Ji'ana t'Charvon: Family is one of the most important things to us.  Extended family, in the form of the Hfihar, or Houseclan, forms the very foundation of our society.

Ji'ana t'Charvon: Those who went on The Journey from Vulcan did so as families.

Ji'ana t'Charvon: During that exodus, however, many families were broken by disease and loss, and new families were made, both by marriage, and also by what brings us here tonight.

Ji'ana t'Charvon: Veissa, or Adoption.

Ji'ana t'Charvon: Adoption has a long history among our people. It was often used to bind two noble Houseclans together more closely.

Karataia t'Charvon: Or, as tonight, to take one without family, without a Houseclan, and give them one.

Karataia t'Charvon: The origin of Hfihar s'Charvon is lost in the mists of time, dating back to before the Exile.

Ji'ana t'Charvon: We have had a very long family tradition of military service in general, and Tal'Diann service in particular.

Ji'ana t'Charvon: We have also supplied Senators, Consuls, First Consuls, Proconsuls, and even Praetors to the old Imperial government before it fell into corruption.

Ji'ana t'Charvon: We have given an Emperor to the same government, and are closely related to another noble Hfihar which supplied an Empress who sought to reform the Star Empire when it first began to slouch into corruption.

Ji'ana t'Charvon: Yet we have stepped away from any claim we might have on the Throne.

Ji'ana t'Charvon: As a wise old Vulcan once said, "Nobility lies in action, not in name."

Ji'ana t'Charvon: We have ever exerted ourselves to act in such a manner.

Ji'ana t'Charvon: At times, this has even required us to stand against our own government, in support of justice, and in support of the people.

Ji'ana t'Charvon: Eventually, it required us to abandon that government entirely and help to start a new state for our people --

Ji'ana t'Charvon: A state which exists not for the wealthy alone, not for the fortunate alone, but for all the people of all the Houseclans --

Ji'ana t'Charvon: A state which guarantees freedom and liberty to those people.

Ji'ana t'Charvon and Karataia t'Charvon look to Llaiir.

Karataia t'Charvon: This is the legacy you are invited to join.

Karataia t'Charvon: This is the legacy which I offer to you, as Mother.

Ji'ana t'Charvon holds the chalice under Llaiir's left hand.

Karataia t'Charvon then squeezes the index finger so that a drop of blood falls into the chalice, and then releases Llaiir's hand.

Karataia t'Charvon then pricks her own left index finger with he same Honor Blade, and squeezes a single drop of blood into the ale.

Ji'ana takes her own Honor Blade and pricks her own left index finger, squeezing a single drop of blood into the chalice.

Galactica t'Charvon uses her own Honor Blade to add a drop of her blood to the ale.

Ophillia t'Prell also uses her own Honor Blade to add a drop of her blood to the chalice.

General Order Number 1 (The Motto and Prime Directive of the Tal'Diann):
ahr'Lleiset mnhei'sahe mnei.  Our chief governing passion is Freedom.

General Order Number 2:
Tal'Diann personnel serve the people of the New Romulan Republic.

General Order Number 3:
Tal'Diann personnel are guardians of freedom and the New Romulan way of life.

General Order Number 4:
Tal'Diann officers have two duties in any mission:  a. to secure the mission objectives and b. to protect their subordinate officers and enlisted personnel.

General Order Number 5:
Tal'Diann personnel are faithful to the Tal'Diann Oath.

General Order Number 6:
Tal'Diann personnel are challenged frequently with ethical dilemmata.  Having the intestinal fortitude to make tough decisions without violating mnhei'sahe, and knowledge of the ideals of the New Romulan Republic, enables Tal'Diann personnel to meet ethical dilemmata with decisions which are consistent with the values of the Tal'Diann.  Regardless of the situations in which Tal'Diann personnel find themselves, their decisions are consistent with the norms of the Tal'Diann.

General Order Number 7:
As leaders in the Romulan Republic Forces, Tal'Diann personnel must be obedient to doing the right thing at all times, even if it means disobeying the unjust order of a superior officer.  As leaders, Tal'Diann personnel must continue to set the example for others to follow, and must continue to maintain their integrity to mnhei'sahe.

General Order Number 8:
Tal'Diann personnel have obligations to the highest standards of performance and accountability to high ethical standards.  All Tal'Diann personnel must be the living embodiment of the Tal'Diann Ethic.

General Order Number 9:
For Tal'Diann personnel, it is not enough to win a battle or a war;  Tal'Diann personnel must also win in a manner that is consistent with the values of the New Romulan Republic and the principles of their cause.

General Order Number 10:
Tal'Diann personnel do not accept defeat.  When taken captive by a hostile force, Tal'Diann personnel must seek out any opportunity to engage the assailant.  Tal'Diann personnel will never leave a fallen comrade behind.

General Order Number 11:
Tal'Diann personnel will bear true faith and allegiance to the Constitution of the New Romulan Republic, the Tal'Diann, their unit, and other Soldiers.

General Order Number 12:
Tal'Diann personnel fulfill their obligations.

General Order Number 13:
Tal'Diann personnel treat people as they should be treated in accord with mnhei'sahe.

General Order Number 14:
Tal'Diann personnel put the freedom and welfare of the Republic and its citizens, and the welfare of the Tal'Diann, before their own.

Tal'Diann personnel live up to all the values of the Tal'Diann.

Tal'Diann personnel do what is right, legally and ethically.

Tal'Diann personnel do not flee from fear, danger, or adversity (physical or moral), but rise to face them.

No flag officer of the Tal'Diann shall beam into a hazardous area without armed escort.

General Order Number 20:
A command officer (Riov or higher rank) of the Tal'Diann will not engage a hostile force without the protection of a security officer, an engineer, a science officer, and a medical officer.

General Order Number 21:
On the approach of any vessel, when communications have not been established, a Tal'Diann warbird must go to yellow alert.

General Order Number 22:
If the dominant species of a planet be actively hostile toward the Republic and actually pose a clear and present danger to the Republic, and all efforts to achieve non-military resolution have failed, then all life on the said planet is to be eliminated by means of thalaron radiation or, if necessary, the destruction of the entire planet.

General Order Number 23:
The Tal'Diann has the authority to neutralize security threats to ch'Mol'Rihan by any means necessary.



Regulation Number 1:
Section A:  In the absence of the assigned commander of a warbird of the Tal'Diann, a flag officer of the Tal'Diann has the authority to assume command of the vessel, should they have deemed it necessary.
Section B:  Should it be proven with admissible evidence that the flag officer who has assumed command be medically or psychologically unfit for command, the warbird's ranking officer can relieve them on that basis.  However, such an action is required to be supported by an appropriate certification of unfitness by the ship's Chief Medical Officer (requiring the CMO to also produce test results to that effect) or other clear evidence, such as an act of attempted suicide.

Regulation Number 2:
As a last resort for the commander of a Tal'Diann warbird to prevent their ship and/or crew from falling into enemy hands, the commander may engage the self-destruct mechanism.

Regulation Number 3:
In the event of imminent destruction, a Tal'Diann warbird commander is authorized to preserve the lives of her/his crew by any justifiable means.

Regulation Number 4:
If transmissions are being monitored during battle, no uncoded messages are to be transmitted on an open channel.

Regulation Number 5:
If a warbird is cloaked and in range of hostile vessels, no radio communications may be transmitted.

Regulation Number 6:
A Tal'Diann officer must consider herself or himself under arrest, unless in the presence of the most senior fellow officers presently available, the officer give satisfactory answer to the charges against her/him.

Regulation Number 7:
In a combat situation involving more than one warbird of the Tal'Diann, command falls to the vessel with tactical superiority, should there not be a higher ranking officer present.

Regulation Number 8:
All away teams must report to the bridge at least once every 24 hours.

Regulation Number 9:
Tal'Diann personnel involved in temporal incidents are required to take all necessary precautions to minimize any participation in historical events.

Regulation Number 10:
The commanding officer must relieve herself or himself of command if her/his current mission leaves her/him emotionally compromised and unable to make rational decisions.

Regulation Number 11:
The Chief Medical Officer has the authority to relieve an officer or crewman of his or her duties (including one of superior rank) if, in the CMO's professional judgment, the individual is medically unfit, compromised by an alien intelligence, or otherwise exhibits behavior that indicates seriously impaired judgment. A Tal'Diann officer can face court martial for failing to submit to such a relief.

Regulation Number 12:
Tal'Diann personnel are, in the fulfillment of their missions, authorized to wear civilian clothing, carry unusual personal weapons, transport and possess prohibited items, pass into restricted areas, and requisition equipment of all types including weapons and vehicles.

Regulation Number 13:
The use of thalaron weapons is authorized in space combat only, and only against military opponents or adversaries which do not make distinctions between military and civilian targets, except in the application of General Order Number 22.

Regulation Number 14:
A civilian target is an impermissible target, except in case of defense (defense here includes the application of General Order Number 22).  Members of the political class of an enemy power are not considered to be civilians, but all effort must be exerted to take such persons alive and captive, unless orders to the contrary have been issued.

Regulation Number 15:
No officer or enlisted person of the Tal'Diann may hold another sentient being as a slave.

Regulation Number 16:
Code 14 transmissions are only for the eyes of the commander of a Tal'Diann warbird, and all traces of a Code 14 transmission or communication are automatically wiped from all computer records of the warbird.

Regulation Number 17:
Code 23 transmissions are only for the eyes of members of the Steering Committee of the Tal'Diann, and may be preserved only in private computers unconnected to any network until and unless they are declassified.

Across the Star Road which the Humans name "the Milky Way galaxy," the allied forces battle an ancient foe who would exterminate or enslave us. I hear the chatter of Starfleet officers over the subspace frequencies, with indications that some of them do not take this threat seriously. A few have even argued that we should all stop fighting and attempt to negotiate with the enemy. Yet before we had our first encounter with the Ikonnsu, we accessed their database in the Solanae Dyson Sphere and learned of their plans for several polities in the Star Road. These Ikonnsu are not a peaceful people, tyrannical overlords of the galaxy some 200,000 years ago, forced to retreat from our galaxy by an alliance of those species which they had dominated for untold centuries, and now back with plans to reestablish their domination of the Star Road. Perhaps some in Starfleet do not feel the threat since the capitol planet of their Federation has not yet been subjected to direct attack. Perhaps some have forgotten what we learned in that database. I will provide some quotes from the database we infiltrated:
System: Sol
Dominant Species: Human
Servitor Presence: Level 4 surveillance in effect
Ideal site for harvesting. Servitor races have used disease epidemics and internal conflicts in ancient past to gather specimens for study.
Population is numerous but mostly peaceful. Poor candidates for servitor status: High creativity levels and self-preservation instinct make them inclined to fight rather than submit when faced by overwhelming foe. See "Borg" for more information.
Can be aggressive when threatened. Recommend that all activities in system be covert until invasion is launched.
Target for extermination. If Sol system is eliminated, models show that political entity known as "Federation" may collapse.

Dominant Species: Klingon
Servitor Presence: Level 4 surveillance in effect
Aggressive, warlike species that dominates this area of space. Strong tendencies to fight rather than submit. Harvesting programs in past have been problematic -- only successful when used in concert with internal conflict.
Possible candidate for servitor race, if key members of government and entity known as "Great Houses" could be used to direct rest of population.
Military structure in most organizations makes population already accustomed to taking orders from superiors. Recommend study of "honor" in society for use as a tool for control.
If population can be absorbed into servitor species, it would be a great addition to our fighting strength. If they cannot, extermination must be swift. We cannot give the Klingons a chance to organize against us.

Notice that they would prefer to absorb the Klingons into their "servitor" species, but that plan seems to have been abandoned now in favor of their backup plan, which is swift extermination.
System: New Romulus
Dominant Species: Romulan
Servitor Presence: Level 8 surveillance in effect
Survivors of Romulan extermination have gathered on site of former Dewan homeworld. They have uncovered sites belonging to servitor races and are attempting to reactivate gateway. If gateway is successfully activated, they may threaten entire network.
Attempts to use Elachi to eliminate threat unsuccessful. Alliance with Tal Shiar problematic -- Romulans as a species show more self-determination and willpower than in previous observations. Leader known as Sela must be controlled or eliminated.
Several key members of Romulan Republic gateway research team have been taken for additional study without their knowledge. Brain scans of Researcher A'dranna have yielded vital information about project.
Agents have used that information to destabilize gateway. If activated, seismic instability will affect entire planet. Expected outcome is 70 percent reduction in population.
Remaining survivors must not be allowed to form organized groups -- recommend subsuming them into Elachi as soon as possible.

In case this be not clear, this database entry reveals that the Hobus supernova, far from an attempt by the Ikonnsu to bring themselves back to our galaxy, was an attempt to exterminate all Romulan and Reman life. That was prevented by the willing sacrifice of a Vulcan whose nobility cannot be denied, although he was unable to act in time to prevent the loss of the entire Eisn system and billions of Romulan lives (had the Remans not already been relocated to Crateris, billions of Reman lives would also have been lost), and so the Ikonnsu proceeded to send one of their "servitor" species, the fungoid life-forms known as "Elachi," to "eliminate" the survivors. This also failed, due to the will of our peoples to live and be free. Next the Ikonnsu sabotaged the gateway in the underground ruins of the Vastam region of our new homeworld, the capitol planet of the New Romulan Republic, ch'Mol'Rihan, in an effort to massacre 70 percent of the population, and survivors were to be "subsumed" into Elachi (the exact meaning of this is a matter of debate, and our teams have had insufficient time to examine the remains of those who have been found inside Elachi incubation tubes, but some have theorized that the purpose of these tubes was to transform the occupants into Elachi, while others, noting that dead humanoid and vulcanoid bodies fell out of the tubes when they were opened after the incubation process had gone on too long, have suggested that the purpose of the incubation tubes was to feed humanoid and vulcanoid species to Elachi young). This plan has been thwarted by personnel from the various branches of the Romulan Republic Forces.

This is so stunning as to bear repeating in blunt language: the Ikonnsu have used three different plans in an effort to "exterminate" all Romulan and Reman life!

Obviously, these Ikonnsu are not beings to be negotiated with. The evidence strongly supports the conclusion that the entire population of the Ikonnsu consists of less than 15 individuals, and that they are all very much involved in these plans to reconquer the Star Road and commit genocide on a massive scale in their efforts to do so.

Fleet Admiral tr'Kererek, head of the New Romulan Star Navy, believed at one point that we could not win this war, but he was one of the few insisting that we should fight till our last breath. The Tal'Diann of the New Romulan Republic, under my leadership, has a different perspective: we believe we can win, although the cost may be high, but we agree with tr'Kererek that we should fight till our last breath. Some Terrhasu once had a belief which was summarized in two slogans: "Give me liberty or give me death" and "Live free or die." These slogans are very much the attitude of the Romulan and Reman people since before the Sundering, with a brief perversion of our ideals in the final decades of the dying Star Empire, but we of the Republic have restored the love of freedom as our highest ideal. Indeed, the motto of the Tal'Diann has been, since my leadership, "ahr'Lleiset mnhei'sahe mnei." Verily, "Our chief governing passion is Freedom." If we die, we do so still free; we will not submit to the tyranny of the Ikonnsu, but will fight them to our last breath, with which we shall breathe that most sacred of words: Lleiset.

But we believe we can win this war. Recent R&D work with [REDACTED] has shown great promise. Our will to survive and remain free cannot be broken. The Ikonnsu will fall before the combined might of all the branches of the Romulan Republic Forces (including both the Star Navy and the Tal'Diann), even if our allies in Starfleet and the Klingon Defense Force should surrender. We will not surrender. We will fight on. We will be free.
